Gregory Freeman
Vice President Economic and Policy Consulting
Gregory Freeman, Vice President Economic and Policy Consulting, leads the LAEDC consulting department. He conducts economic and public policy research for clients of the LAEDC, including both public agencies and private companies. Mr. Freeman's primary areas of expertise are in economic impact analysis and trade and transportation infrastructure.
Mr. Freeman has conducted numerous economic impact studies on projects
ranging from special events (such as the Oscars), to new hotels,
development projects, and company expansions, to analyses of the ongoing
operations of major institutions such the University of California, Los
Angeles and the Los Angeles Metropolitan Transportation Authority. He is
frequently the lead investigator on important economic impact projects,
most recently for analyses of the economic impact of the Breeders' Cup;
the job, wage, and tax implications of planned operations of the new Home
Depot Center in Carson; and a study of the implications of Wal-Mart's entry
into the Southern California grocery market.
Mr. Freeman is a frequent speaker on trade, population, and transportation
trends in Southern California. He has co-authored several papers on major
infrastructure for the Southern California Studies Center at the University
of Southern California: The LAX Master Plan: Facing the Challenges of Community,
Environmental and Regional Airport Planning, co-authored with Professor Steven P.
Erie and Thomas Kim; Planning Airport Expansion: A Survey of Best Practices at
Nine Leading International Airports, co-authored with Steven P. Erie and Harold
Brackman; and Global High-Speed Rail Projects: Lessons for California,
co-authored with Steven P. Erie and Harold Brackman. W(h)ither Growth:
Metropolitan Water District Policies and Southern California Sprawl, 1928:1996,
co-authored with Steven P. Erie and Pascale Joassart-Marcelli, was published as a
chapter in book on urban sprawl.
Before joining in the LAEDC, Mr. Freeman was a research analyst at Decision
Research, a national polling firm. Mr. Freeman gathered and analyzed polling
data and wrote focus group and survey reports for political candidates and
ballot initiative campaigns. While a graduate student at the University of
California, San Diego, Mr. Freeman worked as a researcher and teaching assistant.
He was a consultant for the Canadian Department of Indian and Northern Affairs
before moving to the United States in 1995.
Greg was born in Canada and is a citizen of both his native country and the United States.
Mr. Freeman holds a Bachelor of Arts degree in Political Science from the University of
British Columbia, Canada, and has completed three years of course work in the Ph.D.
program in political science at the University of California, San Diego.
